Represents the small holding back the great through gentle persuasion. Progress is possible but limited for now. The wind blows over heaven but does not yet bring rain. Small forces can restrain great ones through persistence and soft influence.
Interpretation

- Gentle and patient persuasion achieves more than direct confrontation.
- The rain will come eventually; continue preparing and accumulating strength.

English: Sincere and binding. Share your wealth with your neighbors. Generosity and trust strengthen alliances.

English: Already rain has come, already rest. Virtue is fully loaded. The wife persisting is dangerous. The moon is nearly full; the noble person setting out now will meet misfortune. Know when to stop advancing.
